Not necessarily if the battery is that dead once it goes below a certain voltage the batteries BMS(Battery Management System) the little smart card inside the battery that controls charging and discharging the BMS will shut down so no it wouldn't power on once the BMS goes under voltage you either have to know someone that can reset it or replace the BMS if the battery is still good

That's why it was at the dump because it need a new battery lol you can get a regular OEM battery on AliExpress for like $120 or an name brand 36v battery for like $180 or you can get a new element pro on the Walmart site for $220 lol through it out

My son had the same problem - same scooter. I got to taking it apart tonight. After un-fishing a bunch of wires I found a few things. Root cause - the lower bearing is loose on the stem. This thing was (surprise) not meant to be disassembled. Steering stops are welded on, many connectors won't 'back through' the holes they traverse, no taper or way to tighten that big nut.

It's like brand new, still had plastic over the display. The charging port wires were broken. I assume that's what was wrong. It seems fairly solid, not a 200 dollar model. But it's discontinued so no parts.
