Just buy a laptop and hook it up to a mouse and keyboard and monitor. Set the laptop to stay on with the lid closed.

If you need side monitors, you have seen microcenter has them for $80. IPS is more than enough and beautiful for most people, but OLED is just stunning level above...but costs twice as much.
